In fact, the capital of Finland, has been voted one of the safest cities in the world . On top of this the majority of Finns speak English and Finnish universities offer a large number of English-taught degree programmes.

Today Finland’s universities are rapidly developing, with a number of globally ranked institutions and policies that encourage international students to apply. Here are a few reasons why Finland could be the place for you to begin your PhD this year:

  • No tuition fees – you won't pay fees for doctoral study in Finland, regardless of your nationality
  • Research and development – with many PhDs including an industrial link, you may be able to apply your research skills in a working environment

Where to study a PhD in Finland?

There are two-types of higher education institutions in Finland, but only one offers doctoral level degrees.

Finland’s higher education system includes the following:

  • Finland's 13 universities offer PhD programmes and promote independent academic research and provide higher education based upon research
  • Finland's 22 universities of applied sciences do not offer PhD programmes. They provide higher education for professional expert jobs and carry out applied research and development in activities that promote industry

As an international doctoral student you will be applying to the standard universities.

Finland has a number of globally recognised institutions; there are eight universities ranking in the top 500 of major university league tables. These include the country’s oldest university – the University of Helsinki.

Finnish university cities

Finland has a relatively small number of institutions, but all reside within thriving cultural hubs with plenty for international students to do.

The following are the main hubs for higher education in Finland: Helsinki , Turku , Oulu , Tampere and Jyväskylä .

Structure of a PhD in Finland

In 2005 Finnish higher education qualifications were made compatible with the Bologna Process ; as part of this framework a Finnish PhD is a third-cycle qualification.

The Bologna Process

The Bologna Process brings together a range of countries to form the European Higher Education Area (EHEA). Members of the EHEA share a common three-cycle framework that allows degrees from one country to be easily recognised within others.

The licentiate degree

In Finland there are actually two degrees available after a Masters, one is a doctorate ( tohtorin tutkinto ) and the other is a licentiate ( lisensiaatin tutkinto ).

The licentiate degree is a shorter research degree, roughly comparable to a UK MPhil . It takes two-years and is recognised as a pre-doctoral qualification. It includes the coursework from the doctoral degree and a dissertation that amounts to half the work of a PhD student.

As with a standard PhD programme you will have pass a public thesis defence in order to obtain the licentiate qualification.

A licentiate could be a good choice if you want to complete a shorter project or plan to pursue a professional - rather than academic - research career. Otherwise, you'll be better off studying a full PhD - and that's what the rest of this page is about.

Types of Finnish doctorate

There are two types of doctorate in Finland: the more common national doctoral programme and the standard research PhD.

The national doctoral programmes are designed to bring together researchers and facilities in each discipline nationwide. Each discipline within Finland has an associated doctoral programme adopted across all institutions. These programmes are typically fully funded.

If you don’t want to study within a doctoral programme, you can do a tailor-made research PhD . Similar to other countries you will propose your own research topic and pursue it independently - though you may need to find your own funding .

Programme length

The Finnish academic year begins on the 1st of August and finishes on the 31st of July .

Universities are autonomous in organising their semesters, however there are typically two: an autumn and spring semester. Some institutions will also have a third semester during summer-time, depending upon their courses.

You will study for your PhD in Finland for 4 years as a full-time student.

The Finnish PhD process

PhD students in Finland tend to be very independent, with the main focus of your doctorate being your research project , which you will start from year one.

In parallel to your research project you may be required to attend courses , seminars and conferences . All of these will be decided upon by the graduate school or your supervisor and must be related to your research.

You'll produce an original doctoral thesis during your research and this will be the main component of your final PhD assessment.

Supervision

You will typically be assigned one supervisor who is an expert in your field of study.

In addition to this it is common in Finland for PhDs in appropriate subjects to have links with industry. Therefore, you may also be advised by an instructor from outside your university, with relevant professional or enterprise experience.

Alternatively, you may be part of a joint-degree PhD programme, where your PhD will be co-supervised by an academic at a partner institution .

PhD supervision

Assessment and examination

Finnish PhDs use the European Credit Transfer System (ECTS) in accordance with the Bologna Process. Your doctoral degree will be worth 240 credits in total, all of which must be obtained to gain your doctoral qualification.

You will have to complete coursework and examinations on the courses and seminars set for you in your PhD programme. In addition, you will be expected to write regular reports on your research and write papers detailing your results.

The final form of assessment for your doctoral studies is the submission and evaluation of your dissertation. There are two stages to this process:

  • The preliminary exam – two experts evaluate your manuscript and produce a written statement declaring that it meets the standards set for dissertations
  • The public defence – up to two external examiners debate your dissertation with you before an audience (some of whom may also contribute questions)

Your dissertation will be published and made available at least 10 days before your defence.

Finnish PhD grades

Most Finnish doctorates are graded on a pass-fail basis (you either graduate with the degree, or you don't). However, some receive an additional grade ranging from pass ( approbator ) to oustanding ( laudatur ).

Fees and funding for a PhD in Finland

Generous higher education policies make Finland a very affordable option for your PhD study abroad. There are currently no doctoral fees for any students regardless of nationality .

This is different to Finnish Bachelors and Masters qualifications where non-EU students are typically required to pay fees.

Living costs

Even though there are no tuition fees for doctoral students, the cost of living in Finland can be relatively high compared to other countries.

It is recommended you have between €700-1,250 available per month, depending on the city you choose to study in.

In addition to your living costs you will need to pay a student’s union fee to the university which ranges from €80-100 annually.

Scholarships

Although you won’t be paying tuition fees there are several scholarships out there to help fund your living costs whilst completing your PhD within Finland.

The following are available for international students:

  • Finnish National Agency for Education (EDUFI) Fellowships – open to doctoral students from all countries, providing €1,900 per month for 3-12 months
  • Fulbright Grants – providing €1,000-1900 per month for 9-months to US students studying abroad in Finland

University funding

Check with your institution for funding opportunities as some offer their own scholarships or provide accommodation for international students.

Employment contracts

You may be funded by your university as a doctoral student employed under a contract. This is typically applicable to students involved in national doctoral programmes.

As with any other member of staff you will receive a salary plus social security benefits. However, you will have to pay income tax.

In return for your salary you will typically be expected to assist at the university, whether this be teaching undergraduates, carrying out administrative work or demonstrating within the labs. It is best to check directly with the university what their terms of an employment contract are.

Applying for a PhD in Finland

The application process in Finland is different to other countries, as you won't typically be applying for advertised projects. Instead, most institutions now have a graduate school with multiple doctoral programmes. You will typically be applying directly to one of these programmes, in order to study for a PhD within it.

Finding a programme

If you can’t find a PhD programme that interests you, try contacting the relevant department at your chosen university to discuss other PhD options they might offer.

Entry requirements

Entry requirements To be admitted onto a PhD programme in Finland you will be required to have a Masters degree (or equivalent) from a recognised institution.

Other requirements will depend on the topic you are applying to research and the specific processes used by your university. If in doubt, check with your department.

Language requirements

The language requirements for your PhD will vary depending upon whether you choose a programme taught in English or Finnish.

For programmes taught in English you will be required to take an English language proficiency test (such as IELTS and TOEFL). There is no national test score limit, these will be set depending upon your institution, check these directly on their admissions webpage.

For courses taught in Finnish you are expected to have the required language skills before applying. You will be required to have an intermediate-advanced level qualification in the Finnish National Certificates of Language Proficiency (YKI).

Application process

You should apply directly to your university for admission to one of its doctoral programmes. It's usually a good idea to contact them in advance and discuss the opportunities they have available.

Once you have done this you can complete your application. The required documents will vary depending upon your discipline and institution, but most will need to see the following:

  • Academic records – you may need to provide full academic transcript from your previous institution, as well as your degree certificates . These documents may need to be officially translated into Finnish and approved by a lawyer.
  • References – you will need to provide at least two references with your application. These should be from academic members of staff who have worked with you previously.
  • Cover letter – sometimes referred to as your statement of purpose (or personal statement ). This should explain why you are interested in a specific PhD programme and describe your suitability for it.

Application deadlines will vary: some universities have specific application windows, others will be happy to hear from students throughout the year.

Interviews and examinations

Applications for a Finnish PhD are often competitive, as universities don’t charge fees and will only have the resources to fund a certain number of students. Therefore, you may have to complete an interview as part of the selection process.

Interviews for international students will typically be conducted over a webchat facility such as Skype.

What happens during a PhD interview?

Student visas for a PhD in Finland

Visa information for uk students in finland.

UK students will no longer be EU citizens from the 2021-22 academic year onwards. This means you may be considered as an international student when studying in Finland. You may be subject to different visa requirements and fee rates, unless otherwise stated.

Depending upon your nationality you may need a visa or residence permit to live in Finland whilst studying for your PhD.

EU, EEA (and Nordic) citizens

If you are from the EU, EEA you will not need a visa to enter Finland and can remain in the country for up to 90 years without registering your presence. If you are from one of the other Nordic countries (Denmark, Iceland, Norway and Sweden) the same applies, but you can remain up to six months before you need to register as a resident.

Once these periods expire you will need to register your residence with the Finnish Immigration Service ( Migri ). In addition, as your stay will exceed a year you must also register at a local police staton

Non-EU / EEA citizens

Students from other countries will need a student residence permit to study in Finland. This allows you to enter the country and remain there long enough to complete a PhD.

You should begin the application process online and then take the following materials to your nearest Finnish embassy :

  • The official letter of admission from your institution
  • Proof of funds (showing that you will have access to at least €6,720 per year during your degree)
  • A valid passport
  • Valid travel and health insurance

Health insurance

The Finnish Government requires all students to have valid health insurance whilst studying in Finland.

If you are from an EU or EEA country your European Health Insurance Card will suffice. Otherwise, you may need to purchase a policy that meets the following conditions:

  • The excess must no exceed €300
  • If your studies will take less than two years, your insurance must cover medical expenses up to €120,000.
  • If your studies will take two years or more, your insurance must cover pharmaceutical expenses up to €40,000.
  • Your insurance must be valid for at least one year without any breaks (and you must renew it when it runs out, assuming you will be in Finland for longer than one year).

Remember that you'll need to have arranged your health insurance before you can apply for a student residence permit.

After studying in a thriving country, with a developed higher education system designed to make you a skilled independent researcher, you will have a very strong CV for future work.

Can I work in Finland after my PhD?

Students from the EU and EEA (including other Nordic countries ) will not need a permit to seek work in Finland after they graduate.

For students from other countries there is a generous extension scheme to help you find work. You can apply to extend your residence permit by one year whilst you seek work. You must do this whilst your original student residence permit is still valid.

Your extension year will begin after your graduation. If you find work in this time you can apply for residence permit based on employment.

Scholarships and tuition fees

The University of Turku supports merited and motivated students with generous scholarships. Scholarships are offered for both Bachelor’s and Master’s level studies, for students who are subject to tuition fees.

The scholarships are awarded based on academic merits. Applying for a scholarship is simple: just indicate “yes” to the appropriate question on your online application form for the programme.

Approximately 30 % of the admitted students are awarded a scholarship by the University of Turku.

Scholarship categories

The University offers a generous scholarship programme for students who are subject to the tuition fees. The scholarship are awarded to students in the Master's and Bachelor's Programmes in the following categories:

For Master’s Degree Programmes

  • 2-year scholarship that covers the entire tuition fee for 2 academic years for Master’s Degree Programmes.
  • 2-year scholarship that covers 50 % of the tuition fee for 2 academic years for Master’s Degree Programmes.

For Bachelor’s Degree Programmes

  • 3-year scholarship that covers the entire tuition fee for 3 academic years for Bachelor’s Degree Programmes.
  • 3-year scholarship that covers 50 % of the tuition fee for 3 academic years for Bachelor’s Degree Programmes.

A scholarship will be granted to up to 30 % of the admitted students who are subject to tuition fees and have applied for a scholarship.

The scholarship is awarded for the duration of the degree (three years for bachelor and two years for master), but the 2nd and 3rd year of the scholarship is conditional. In order to confirm the second year scholarship the student must complete 45 credits by the end of March or 55 credits by the end of June of their previous study year. Details will be given in the scholarship offer.

How to apply?

You can apply for the 2-year or 3-year UTU scholarship at the same time as applying for admission to one of our Bachelor’s or Master’s degree programmes if you are subject to tuition fees. Applying for a 2 or 3 year scholarship that covers the tuition fee fully or 50% is simple: just indicate “yes” in the appropriate questions on your application form for the programme.

The 2- and 3-year scholarships are awarded based on academic merit. Extracurricular activities are not evaluated and means testing is not used. The programmes rank their applicants based on the admission criteria that may include an interview, motivation letter or relevant academic experience in addition to the grades of the previous degree. The highest ranked applicants are then proposed to the scholarship committee as candidates for the scholarships. The committee awards the scholarships to the best candidates of each programme. The candidates may be offered a full scholarship or a 50% scholarship.

All applicants who have applied for the scholarship will receive information of the decisions in their admission offer. If the admitted student has been put on the waiting list for the scholarship, they will be informed of a possible scholarship at the latest by the end of May. The scholarship must be accepted within 2-3 weeks after the decision has been published or it will be given to the next person on the waiting list, the exact dates will be given in the admission offer.

The scholarships for outstanding performance will be awarded based on studies at the University of Turku and the programme the student has been admitted to. Students who have paid for their studies during their first year(s) of studies at the University of Turku are eligible to apply for this scholarship.

The basic requirement for receiving a scholarship is 55cr with an average score of 3.0 or higher for the first year of studies. All students who fulfill this requirement will be awarded a scholarship for the next academic year.

  • 1-year scholarship for outstanding performance during the 1st study year. The scholarship covers the 2nd year tuition fee.
  • 2-year scholarship for outstanding performance during the 1st study year. The scholarship covers the 2nd and 3rd year tuition fee.
  • 1-year scholarship for outstanding performance during the 1st and 2nd study year. The scholarship covers the 3rd year tuition fee.

There is a separate application process for the scholarships for outstanding performance. The admission services of the University will invite all eligible applicants to apply for the scholarship when the application round opens in spring.

The University also offers the  Fulbright-University of Turku Graduate Award  for studies beyond the Bachelor level at the University of Turku. The award includes a grant of 1000€/month and a scholarship covering the tuition fee. This award is open to U.S. citizens that are accepted to one of the programmes in the University.

The Finland Scholarship was a scholarship category for the best non-EU/EEA applicants who were admitted to Master’s degree studies at the University of Turku in 2022-2024. From 2022 to 2024, each international Master’s programme of UTU could award a Finland Scholarship to their applicant(s) with most merit. Applicants chosen to double degree programmes or who choose a double degree option couldn't receive a Finland Scholarship. The number of Finland Scholarship recipients per programme depended on the programme quota.

The Finland Scholarship covered the tuition fee and included a separate 5,000 € grant for expenses in starting the studies in Turku, Finland. The 5,000 € grant was paid to a Finnish bank account during the first semester, after the student had enrolled as an attending student at the University of Turku and moved to Finland.

As part of the Finland Scholarship decision, the scholarship recipient was also granted a conditional second year scholarship to cover 100% of the second year’s tuition fee. In order to confirm the second year scholarship the student had to complete 45 credits by the end of March or 55 credits by the end of June of their previous study year. Details were given in the scholarship offer.

The University of Turku granted Finland Scholarships as part of the national Finland Scholarship programme, funded by the Finnish Ministry of Education and Culture.

Tuition fees

Tuition fees will not be charged from

  • citizens of EU/EEA states or Switzerland
  • family members of Finnish citizens (you need to have a residence card for a family member of an EU citizen in Finland)
  • holders of a permanent Finnish residence permit or a long-term resident’s EU residence permit (P, P-EU)
  • holders of a fixed-term continuous residence permit (A) that has not been granted based on studies.
  • holders of an EU Blue Card (a residence permit card with a marking “EU Blue Card” as the type of the permit)

The fixed-term continuous residence permit (A) must be valid at the beginning of each academic year (1 August), and be granted for other reasons than that of studies, to exempt the student from paying tuition fees. Students are granted the fixed term continuous residence permit (A) from 2022 onwards and if the A permit is granted based on studies, it does not exempt the student from paying tuition fees.

Fees do not apply to exchange students, regardless of their citizenship, nor to doctoral programmes.

Further information

Tuition fees will be charged from citizens of a country outside the European Union (EU) and the European Economic Area (EEA)  or Switzerland.

Students are granted the fixed term continuous residence permit (A) from 2022 onwards and if the A permit is granted based on studies, it does not exempt the student from paying tuition fees.

The first year tuition fee has to be paid before one can register with the University.

The tuition fee covers much more than just teaching and academic guidance in your Master’s degree programme. It opens a whole range of the University’s services for you.

STUDY COURSES OUTSIDE YOUR PROGRAMME

In addition to the courses defined in your programme curriculum, you can study courses from the other programmes according to your own choice and course availability, if the degree structure of your own programme allows. There are some hundreds of courses offered in English which broadens your possibilities remarkably in creating a unique study path and an expert profile.

LANGUAGE COURSES

The University Language Centre is responsible for the language, communication and intercultural skills teaching at the University. Some of the courses in Chinese, English, Finnish for Foreigners, and Japanese are taught in English. Also, most of the more advanced classes are taught in the target language, so you can continue to develop your skills in French, German, Italian, Russian or Spanish if you have sufficient previous knowledge on any of those.

The largest academic library in Southwest Finland gives you excellent sources of information with:

SPORTS FACILITIES

With an affordable price of EUR 78/academic year you get access to the versatile sports selection of  the CampusSport . The selection includes instructed sports classes (group workouts, combat sports, outdoor sports), sports shifts, five different gyms, a swimming pool and short courses.

All tuition fees are paid on University of Turku's webshop UTUshop .

  • From the panel that opens, choose your degree programme
  • You can pay either with Finnish online banking credentials or with a credit card

Tuition fee is paid for each academic year that the student is studying. The deadline for the tuition fee payment is annually on 31 July. Each year you can also choose to pay in two instalments. The deadline for the first instalment is annually 31 July, and the deadline for the second instalment is annually 31 December. UTUshop offers you both options – you can either pay the tuition in full or in instalments. 

Before you complete your tuition fee payment for an academic year, please make sure that you have accepted your study place (if you are newly admitted) and are ready to start or continue your studies on that academic year. 

Please note that you should not pay the tuition fee unless you have been admitted to study at the University of Turku and have accepted your study place. Paying the tuition fee will not enable you to study with us, unless you have also applied, been admitted, and accepted your study place in one of our international degree programmes. 

Students who are subject to tuition fees cannot register for the academic year/semester with the University before they have completed their tuition fee payment (or its first instalment) for that year/semester.

BENEFITS OF A STUDENT UNION MEMBERSHIP

Membership of the Student Union is mandatory in Finland for Bachelor’s and Master’s -level students. The Student Union membership fee is around EUR 55 per academic year. The membership brings you a number of valuable benefits. 

LUNCH DISCOUNT

As a member of the Student Union, you can enjoy a healthy lunch at a student price of less than 3 € in one of the 7 student cafeterias on campus or in any other student cafeteria in Finland.

STUDENT HEALTH CARE

All attending Bachelor's and Master's Degree students must pay the compulsory Student Health Care fee directly to Kela . After paying the Student Health Care fee, a student has the right to use Finnish Student Health Service (FSHS) in every university town in Finland. The health services provided are general practitioners and specialists, dental care, nursing care and physiotherapy as well as x-ray and laboratory work. Services also include mental health counselling, psychotherapy and psychiatric care. The services do not cover hospital care and some specialist services or cases where you get into an accident.

Tuition fees will not be charged

- From British citizens or their family members who currently reside in Finland and have applied for the right of residence by 30.9.2021. - From British citizens or their family members who have arrived to Finland 1.10.2020-31.12.2020 and have applied for the right of residence by 31.12.2020. Tuition fees will be charged

- From British citizens and their family members who arrive to Finland after 1.1.2021. Tuition fees will be charged in the same way as from all non-EU citizens. British citizens may also apply for scholarships.

Finland's PhD programs are research-focused, with universities responsible for a significant portion of the country’s research output.

In Finland, the licentiate degree is the initial research degree, offering a smaller thesis than a doctoral dissertation and compulsory classes. This final work of the licentiate degree proves the capacity of independent research, which can be monographic or based on articles.

 After the examination, it should be submitted and published in the university’s database. Two doctoral-level examiners evaluate the thesis within two months, awarding the grades denoting their performance- distinction, pass or fail. 

Since August 2020, licentiate studies require 40 ECTS credits, including discipline-specific and transferable skills studies. The thesis must be submitted for plagiarism analysis before viva vacation.

A doctorate in Finland comprises a dissertation and 40 ECTS credit hours of coursework. Generally, it takes four years to complete this degree. The emphasis is on a research component and engagement in the academic community. Discipline studies encompass compulsory ones, amounting to 30 ECTS credits, and optional transferable skills, totaling 10 ECTS credits.

Every course is different and has different ways of completion, such as lectures, exams, and seminars. It is important to note that the existing curricula are reviewed every three years. The students are also urged to participate in scholarly activities such as international conferences and research visits. 

Types of Finnish Doctorate

The National Doctoral Program in Finland includes fully-funded doctoral positions salaried by different entities. The Helsinki Doctoral Educational Pilot is one such initiative where the Ministry of Education and Culture, Finland, funds the positions completely. It offers a 36-month employment to the selected candidate with three intake periods. The selected individuals in this PhD program in Finland require no additional Finland PhD Scholarships to finance their doctoral endeavors. 

In Finland, paying for doctoral studies through grants or self-funding is possible. Self-funding students mostly work on the dissertation part-time while holding another job or doing other tasks.

Ideally, work related to the dissertation topic can be negotiated with the employer. If the work is unrelated, study leave or adult education allowances might be options. 

Usually, it takes about four years to complete a PhD if the candidate works full-time, but if they work part-time, the time can extend beyond this. Despite the scholarships, the doctoral researchers are accorded several facilities funded by the universities, such as electronic services, library services, concessional diets, and UniSport services.

The regular process for obtaining a PhD in Finland lasts four academic years for a full-time candidate. The first part of the curriculum, often completed within the first one and a half to two years, comprises major subjects, general methods, and philosophy of the discipline. During the program, the students are exposed to teaching and key competencies required in a postdoctoral discipline. Annual registration requires filing several achievements and outlining future aims and objectives for research projects with one's supervisor.

 To be eligible for the CIMO Fellowships, students must submit a complete CV, a motivation letter, and a short research plan (between 2 and 5 pages). They will also have to send out two printed and signed copies of the application form with the required attachments.

The University of Helsinki offers several doctoral program scholarships to both domestic and PhD in Finland for Indian students and international students. As part of the national Finland Scholarship program, the University of Helsinki awards Finland Scholarships that cover 100% of tuition fee and also includes a €5000 relocation grant. The Aalto University School of Business offers several doctoral scholarships to highly qualified international students. The scholarship is awarded as a tuition fee waiver. 

In the first two years, students will receive around €25,000 per year after taxes. This money comes from a mix of salary and grants from foundations. Starting from the third year, students are responsible for finding their funding.

Tuition fees, waivers and scholarships

The tuition fee for international Bachelor’s and Master’s degree programmes is €10,000 per academic year . Tuition fees apply only to students from outside the EU/EEA . Who will need to pay for tuition?

Fees will be collected from citizens outside the European Union (EU) and the European Economic Area (EEA) or Switzerland, starting their studies in Bachelor's or Master’s degree programmes conducted in English.

You are not required to pay tuition fee if you have one of the documents mentioned below. Student who:

  • is a citizen of the member states of the European Union (EU) or European Economic Area (EEA) or Switzerland.  
  • has a permanent residence permit card in Finland, type P permit
  • Please note that if you have a continuous residence permit card in Finland (type A) issued for studies, you are liable to pay tuition fees
  • has an EU residence permit for third-country citizens with long-term residence permit card in Finland (type P-EU permit)
  • has an EU family member's residence card in Finland
  • has an EU blue card in Finland
  • has a Brexit residence permit card, type SEU = Right of residence under the withdrawal agreement, or P SEU = Right of permanent residence under the withdrawal agreement

The degree programmes conducted in Finnish will remain free of charge regardless of the student’s citizenship.

In order to be exempted from tuition fees for the academic year, your residence permit has to be valid at the start of that academic year, i.e. 1 August. To prove your residency status, copies of both sides of your valid residence permit card in Finland must be enclosed to your application. A copy of your valid passport, or national ID card where your citizenship is indicated, is required to prove your citizenship.

The tuition fee exemption is tied to the time that the exempting residence permit is valid. If the permit runs out and is not renewed, full tuition fee liability will normally start from the beginning of the next semester following the end of the exempting permit.

Information about the changes in applying for a residence permit for studies or research is available on the  Finnish Immigration Service website   (migri.fi).

Refund policy

You have the right to a full refund (excluding possible bank-specific payment charges) of the tuition fee paid:

  • if you have been conditionally admitted and the condition is not met: your study place is thus cancelled,
  • if you have submitted your residence permit application by 31 July but you have not been granted a residence permit in Finland.  NB! The refund is not possible if the student has already registered as being present.
  • if your residence permit status changes before the beginning of the academic year (1 August) at the university and, according to the new residence permit, you are no longer required to pay fees,
  • if the university is unable to offer the degree programme you have been admitted to.

Kindly note that the refund must be applied before the end of September of the year you have been accepted to the University of Eastern Finland. The students must apply for the refund themselves, and if the student is late for the given deadline (end of September), the university has no obligation to return the tuition fee.

The refund policy takes into consideration the student's personal reasons only. The refund policy does not apply if the reasons are not related directly to the student but third parties, e.g. family members, friends or other relatives.

If there is a change in the student's residence permit, the influence of this change to payments of the student will take effect from the beginning of the following academic term. The student must provide a Finnish residence permit as proof for university's decision-making. The already paid tuition fee will not be refunded.

Scholarships and tuition waivers

Please note that the number of scholarships offered by UEF is limited, and most are awarded based on merit (best scores in the application process). There are three types of scholarships available: 

UEF Scholarship A 100% tuition waiver,  applied for through the application form when applying to UEF

Tuition Waiver Up to 50% of the tuition fee,  applied for through the application form when applying to UEF.

Finnish Language Scholarship Applied for during studies at UEF.

Scholarships and tuition waivers are determined and awarded by the University of Eastern Finland. Unfortunately, we cannot provide information about whether a student will receive a scholarship before or during the application period. Accepted students will receive details about their scholarship/tuition waiver in their acceptance letter.

We recommend that prospective students finalize their financial plans well in advance of applying to UEF. It is important to be prepared for the possibility of not receiving a tuition waiver or scholarship, or only receiving a partial tuition waiver.

Please be aware that UEF scholarships and tuition waivers do not cover living expenses or travel costs to Finland. Ensure that you have adequate funds to cover your living and study expenses while in Finland. 

Erasmus Mundus and Joint Degree programmes have their own separate scholarship schemes, and we recommend visiting their websites for more information. 

UEF Scholarship:

  • Number of Scholarships : One per programme.
  • Coverage : 100% tuition waiver for the entire duration of the studies (3 years for Bachelor’s, 2 years for Master’s).

Finnish Language Scholarship

  • Certification-Based Tuition Waiver (100%): Awarded based on the national YKI test with a Finnish language proficiency level of "Intermediate Level 3 or 4." 
  • Study-Based Tuition Waiver (50%): Awarded based on completion of UEF’s Finnish 3 course. 
  • Coverage: The Finnish Language Scholarships are one-time tuition waivers for the tuition fee.
  • Application Process: UEF Students must apply for the scholarship according to the specified application periods and conditions while studying at UEF. 
  • Award Criteria: The scholarship is granted to all students who meet the scholarship criteria.

You cannot apply for the Finnish Language Scholarship when you first apply to UEF. It is available only to students who are already enrolled at UEF, and it is applied during the studies.

There are 2 types of PhD in Finland that students can enrol for a standard research PhD and a national doctorate program. In the national doctorate program, each discipline has an associated doctoral program across all the Finnish universities. These doctorates are generally fully funded. 

A standard research PhD, however, has a structure similar to a normal doctorate. You put a research proposal before a committee and pursue it independently by funding it yourself. 

The duration of a PhD in Finland is 4 years, with the academic year starting on 1 August and lasting until 31 July every year. Students usually have 2 semesters in autumn and spring, but they might have a third semester in the summer as well, depending on the course they are pursuing their doctorate in.

While the Bachelor and Masters programs might charge tuition fees from international (non-EU) students, PhD in Finland is currently tuition-free for all. But there are living expenses of EUR 700-1,250/month that students have to bear (varies for every Finnish city). There’s also a student union fee ranging from EUR 80-100 that doctoral candidates must pay to their institute.

Tuition fees at Uniarts Helsinki are applicable to bachelor and master students who study in English and who are not citizens of EU, EEA, or Switzerland.

About the tuition fee

  • Tuition fee for students starting in 2025: 12 000 € per academic year.
  • Tuition fee for students who started in August 2024 or before: 5 000 € per academic year.
  • Who has to pay: Non-EU and non-EEA students studying for a bachelor’s or a master’s degree in English.
  • The amount of the fee will stay the same for the statutory duration of your degree studies.

Tuition fee waivers

  • First year students can get a 50% waiver for their tuition fee.
  • After the first study year waivers can be awarded to selected students based on the progress of studies and study performance.
  • Students can apply for waivers within the  target graduation times
  • Uniarts does not grant scholarships for living expenses

Exemption from tuition fees

You are exempted from paying tuition fees if you have one of the following documents:

  • Passport (or identity card) to indicate the citizenship of EU/EEA/Switzerland
  • EU Blue Card in Finland
  • Continuous residence permit card in Finland (Type A permit, granted for other than study purposes)
  • EU Family Member’s Residence Card in Finland
  • Permanent residence permit card in Finland (Type P permit)
  • EU residence permit for third-country citizens with long-term residence permit card in Finland (Type P-EU permit)
  • Brexit residence permit card in Finland (Article 50 TEU = Right of residence covered by the withdrawal agreement or Article 50 TEU = Permanent right of residence under the withdrawal agreement)

Temporary permit cards and passports must be valid at least until the studies start.

In addition, the fees will not concern those non-EU/non-EEA students who:

  • study in degree programmes taught in Finnish or Swedish (please notice you must demonstrate your language skills)
  • have started their studies before autumn 2017
  • are exchange students
  • are enrolled in doctoral or PhD level studies and research

Who is required to pay tuition fees?

Please check the  FAQ of the Studyinfo website whether or not you are required to pay tuition fees. For more information about tuition fees in general, see Finnish Immigration Service . Please note that students from non-EU/non-EEA countries have to apply for residence permits, which are issued based on documents of available funds (approximately EUR 7,000/year). Read more about the income requirement for students on the Migri web pages .

If you are liable for payment due to your nationality, you must use the application form in the Studyinfo portal to notify whether there are any above-mentioned grounds that would apply and release you from payment. You must provide the necessary documents that prove release from liability for payment and submit them to the admissions office by the deadline confirmed for submitting the attachments related to the joint application procedure. If your liability to pay the fee changes after the application deadline, you must contact the admissions office immediately. The university will determine whether the student is liable for payment based on the student’s citizenship and presentation of a residence permit issued by the Finnish Immigration Service (Migri).

What can affect the tuition fees when you’re a Uniarts Helsinki student?

If a student’s residence permit status changes before graduation, the changed status may affect the decision regarding the requirement to pay tuition fees. A student may be entitled to exemption from tuition fees if the new residence permit that they are granted by Migri is one of the permits stated in the Universities Act that warrants an exemption. Students must inform the university without delay if their status changes.

If a student begins studying in Finnish or Swedish, they will no longer have to pay tuition fees. Students may only apply to have their language of studies changed if the degree and instruction of their degree programme is offered also in Finnish or Swedish and they have the necessary proficiency level in the new language in which they will study (language skills must be demonstrated in the same way as in the regular student admissions of the degree programme in question). Students can apply for a change of language that they use in studies for their degree from the academy dean in accordance with the language requirements laid down in the admissions criteria that are valid within the academy at the time of application. Remaining required studies are completed by using the language that was requested as the new language. (University of the Arts Helsinki’s education regulations 35 §).

If a student is no longer obligated to pay the fee due to a change in their status, they will be refunded the amount of payment that would accumulate starting from the date on which their status has changed. If a student is no longer entitled to exemption from payment after a change in their status, the student will be liable to pay the fee starting from the next academic term.

The fee will be refunded starting from the date on which the status has changed, and the refund is calculated by dividing the annual tuition fee by 365 and multiplying it with the days left of the academic year (or other fee period).

The fees that have been paid for previous academic terms will not be refunded retrospectively. Graduating before the end of the academic term does not warrant a tuition fee refund for the academic term in question. Students who wish to apply for tuition fee refunds should contact the Academic Affairs Office.

Paying the tuition fee

You will receive your tuition fee invoice by email.  Pay the tuition fee each year before registering as attending. It is a prerequisite for studying at the university. Uniarts Helsinki recommends new students to pay the annual tuition fee as soon as possible after they receive the notification of their admissions. Students are required to pay the annual tuition fee in order to register for attendance, complete studies and to obtain a residence permit.

If you register as attending for the whole academic year, you must also pay the tuition fee for the whole academic year. Students registered as absent do not pay the tuition fee (note it is not possible to register as absent for the first study year without a legal ground for the absence). Registration instructions will be emailed to you before registration for the academic year opens.  

If you have completed all the studies included in your degree programme and submitted your thesis for review by the end of the term, you may graduate the following term as absent, and you will not have to pay the tuition fee for that term.   

You cannot pay the tuition fee in several installments. The whole fee is to be paid by the deadline.

Uniarts Helsinki will charge an annual tuition fee from non-EU and non-EEA students studying for a bachelor’s or a master’s degree in a foreign language. In Uniarts Helsinki’s admissions, tuition fees apply to applicants applying to study in English. The amount of the annual tuition fee will stay the same for the statutory duration of a particular student’s studies. If the student changes their right to study at Uniarts Helsinki, the amount of the annual tuition fee is determined based on the date when the student’s original right to study became valid.

The fee cannot be charged to a citizen of a Member State of the European Economic Area (EEA), or to a person who is entitled to the same treatment as EU citizens under a treaty signed by the European Union and its Member States with a third party or to a family member of the above-mentioned individuals. Nor can it be charged to a person with an EU Blue Card, a continuous or permanent residence permit or a long-term resident’s EU residence permit issued to third-country nationals as referred to in the Aliens Act, or to a family member of the above-mentioned individuals. The definition of persons regarded as family members is based on the Finnish Aliens Act. Please see the list of the documents that exempt you from paying tuition fees .

UK citizens will be charged tuition fees, as is the case with other non-EU/EEA citizens.

However, the tuition fee will not be collected from British citizens who have a residence permit card issued by the Finnish Immigration Service that is in accordance with the Brexit withdrawal agreement or a pending application for a right of residence.

This release includes information on tuition and compulsory fees for undergraduate and graduate degree programs by field of study and student status in Canada. Data are available at the national, provincial and territorial levels.
